I am using Samsung Galaxy S3 & was facing this issue from past 2 days.
I was not able to update & download apps from Google play store on 2G / 3G / Mobile Network.
Follow below mentioned steps:-
1. Go to Settings
2. Go to More Settings
3. Go to Mobile Networks
4. Go to Access Point Names
5. Choose your existing Access Point. For Ex. I am using Vodafone so it is "Vodafone Live" portalnmms.
Before making below changes I would suggest please note down the details.
6. Select "Proxy" Make it blank - Remove Proxy.
7. Select "Port" Make is blank - Remove Port.
That's all !!
It worked for me.
